NOTICE TO CONSUMERS:

The Consumer Assistance Program (CAP) is administered by the Bureau of Automotive Repair (BAR) and is designed to help improve California’s air quality. CAP is a voluntary program and offers two options – Repair Assistance and Vehicle Retirement. Financial assistance through CAP is subject to the availability of funds each fiscal year (July 1-June 30).

  • Repair Assistance: Funding is available and CAP is continuing to accept and process applications for the Repair Assistance program.
  • Vehicle Retirement: Due to high demand and participation in the Vehicle Retirement program this year, CAP has exhausted its funding. Therefore, CAP is unable to accept or process any new applications for the remainder of the fiscal year. CAP anticipates funds will be available on or after July 1, 2017, so please check the CAP website for updates. Alternatives to retiring your vehicle this fiscal year are provided in “Other Options” below.

    NOTE: If you have recently submitted an application for the Vehicle Retirement program, you will be notified in writing regarding the status of your application within approximately four (4) weeks.

Repair Assistance

Income-eligible consumers who meet eligibility requirements may receive up to $500 in emissions-related repairs at a STAR Test-and-Repair station after their vehicle fails its biennial Smog Check inspection.

Completed applications for the Repair Assistance program are generally processed within two (2) weeks. Once your application is processed, a determination letter will be mailed to you.

Vehicle Retirement

THIS OPTION IS CURRENTLY NOT AVAILABLE

Consumers who meet eligibility requirements may receive either $1,000 or $1,500 to retire their vehicle at a BAR-contracted dismantler.

Completed applications for the Vehicle Retirement program are generally processed within four (4) weeks. Once your application is processed, a determination letter will be mailed to you.
