OVERVIEW
BAR's Executive Summary Report is a monthly
statistical overview of Smog Check program activity. In the future, BAR
may produce the reports on a quarterly and an annual basis.
The Executive Summary tracks the number of smog
inspections performed and the number of vehicles tested during the report
period. These numbers differ because a vehicle which fails its initial
inspection may be inspected two or more times before it passes. A "1st Test"
(first test) is a test for which the subject vehicle has not been
tested within the last 180 days. In this report, tables or rows which display
only first tests correlate closely with the actual number of unique vehicles
which underwent a Smog Check during the report period.
The Executive Summary report provides a convenient
way to examine vehicle failure trends. Failed inspections are broken down by
the reason for the failure, by the Smog Check Program Area in which the
failure occurred, and by the type of Smog Check station performing the test.
Additionally, the report breaks out the number and percentage of vehicles
failing as Gross Polluters for all program areas and station types. A Gross
Polluter is a vehicle which fails due to emissions levels that
are often more than twice as high as allowable levels.
The Executive Summary tabulates the number of
licensed Smog Check technicians and stations performing tests, the average
costs of repairs and inspections, as well as activity at state-contracted
Referee centers.
The Executive Summary Report presents statewide
data except where table cells represent Enhanced, Basic, or Change-of-Ownership
areas of the state.
Whenever the report refers to "Tests," the report
includes all tests which occurred during the period. Whenever the report refers
to "Vehicles," only "1st Tests" (first tests) during the period are included.
All data for the Executive Summary comes from the
Vehicle Information Database (VID), a centralized computer database operated by
MCI-WorldCom for BAR. The VID is connected to Smog Check inspection stations
throughout the state via an electronic data transmission network. The results
of each Smog Check are transmitted to the VID at the end of the inspection.

The title line contains information regarding the
type of report and time period covered by the report.

2. Certification
Volume
This table presents information about the number of
certificates issued.
Note: If a vehicle is tested
at any time during the month, even the last day of the month, it is counted in
this table. If a vehicle is tested near the end of the month and does not
receive a certificate (e.g., fails the test) but is retested in the next month
and receives a certificate as the result of that test (e.g., passes that test)
it is counted in row "e." this month and in row "d." next month. Also,
government fleet and military vehicles are not issued certificates even when
they pass the smog inspection.

failed tests according to the general category of failure type as recorded for
the first test for the vehicle.
Note: the figures in row "e." are
not the sum of the figures in rows "a" through "d". A vehicle may fail for
multiple reasons and will be counted in each category which applies. Also, all
Gross Polluters are tailpipe failures. However, row "e." counts each
vehicle only once.

DEFINITIONS:

"Gross Polluter" -- a
vehicle with gaseous pollutants emanating from the tailpipe which exceed the
maximums permitted for the year, model and weight category of the vehicle at or
above the gross-polluter level.

"Tailpipe Failures" --
measures of one or more gaseous pollutants emanating from the tailpipe exceed
the maximum permitted for the year, model and weight category of the vehicle.

"Visual Failures" --
missing, modified, disconnected or defective parts visually identified by the
technician.

"Functional Failures" --
Ignition timing, EGR system function and gas cap failures are counted here.

11. Repair Costs
This table presents information on the cost of
repairing vehicles in order to pass the Smog Check. The RAP ( Repair
Assistance Program) assists qualified low-income motorists whose car failed a
Smog Check with obtaining the necessary repairs at participated GPC stations.
